Strange KB/Mouse Issue

So the last day or two I've noticed that when we boot the PC, the KB & Mouse have no power, can't even get into the Bios. The Win7 login pop's up and still nothing. If you unplugg and plug them back in, they come back on but Windows keeps saying there is an Unknown Device plugged it. It has an Error Code 43 next to it in Device Manager. I've tried uninstalling it and scanning for new hardware. And unchecking the "Allow PC to turn off device" option. I finally moved the devices to a different port, and they have power, can get into the Bios (yes Legacy USB Devices' is enabled)... but booting into Windows still shows "Unknown Devices"... Is it the USB ports or a driver problem or the KB/Mouse?

Doing some more troubleshooting. I moved the KB/Mouse to another set of USB ports, and they stay active and have power on reboot, but still showing Unknown Device. If I move the KB/Mouse back to the original ports I had them in, they do not get power at all unless I unplug/plug back in once at the Win7 log in screen.
 
Try a different mouse and keyboard if you can.
 
I had the same issue when running 3x8800gtx cards in my desktop and noticed that it happened only on the rear ports and not the front set that comes off the headers.

Very strange but when I upgraded my power supply the issue went away. Any new high wattage components lately? I am sure my issue was very much an uncommon one and I am not suggesting you buy a new PSU.. just an idea.

I had a similar issue with my laptop but that was because I bought it used and the usb ports had a small amount of rust in them. Cleaned it out and solved the issue.
