Strange Graphics Problem

I've had an issue with my display for a few months now and nobody has been able to help me. It seems mostly at random; in GUIs, games, text documents, etc. Here's an example of what I'm talking about:

As you can see, the text is blocky in some parts of webpages, but also shows up in games etc. Anywho, I've tried the following with not luck:
Upgraded ram, 512MB -> 1GB
Removed old DIMMs (taking me back to 512MB)
Switched out the video card, Radeon 9500 Pro -> Radeon 9800 Pro
Updated video card drivers
Reinstalled Windows
Switched out motherboard, Asus P4P800 -> Asus P4C800
Switched monitors.

It's not a problem I've always had, it just seemed to happen one day, and I can't think of anything I did that could have caused it. I doubt it would be a CPU problem, but that's pretty much the last hardware piece that I fathom being at fault here. It may be software related too, but like I said, I did a full reinstall, even formatted the HDD. If anyone has any ideas I would really appreciate the help. Sometimes it's so bad I can't even read what's on the webpage.

Also, if it helps, some webpages that look screwy in Firefox look fine in IE. Also, when I hilight the text it goes away.

You might have a corrupted font file somewhere. Do a scandisk for bad sectors. If there are bad sectors, then problem likely found. Replace the HDD ASAP and re-install Windows from scratch. Don't ghost the contents of the old drive onto the new one.

If there are no bad sectors, there's a few more things to try before getting down and dirty. Use the Omega video drivers or revert to a previous driver version. Try reducing your AGP/PCI-E timings to rock bottom conservative settings.

If you've still got problems, then it's time for some old fashioned incremental diagnosis. Remove all non-essential hardware--i.e. PhysX, soundcards, 1394 cards, SCSI, etc--that you might be using. Strip the system down so it's nothing more than HDD, video card, CD/DVD drive, and MB components.

Wipe the hard drive with DBAN (free) and install Windows again. Check for text corruption as soon as the install finishes. Leave off installing *any* antivirus, firewall, or other addon tools until after you've verified that everything's working.

If you have text corruption at this point, replace the HDD with a new drive and try again. Buy a new PSU while you're at it, too.

If you do not have text corruption after a fresh install, reinstall your addon tools and hardware one item at a time. If your text goes wacky after you've installed something or other, you'll know what caused the problem. Get rid of the offending program/device.

Once you've got to the end of this list, I'm very close to certain that your font problem will be fixed.
