strange display issues

so after having to rma my ram i finally got it back and had some time to put my new rig together

got everything freshly installed with updated video drivers and for some reason there are a few minor issues

for some reason resizing task manager causes the screen to flicker really badly with whiteish horizontal rectangles, i did some runs through 3d mark vantage and it had no issues and so far nothing else seems to do the same thing



system specs:

e8400 w/vendetta2 and bolt through
p5q-e
corsair 620
2x2gb muskin redlines
bfg 280 gtx oc 1gb
2 sata hd's, sata burner
4x120 mm fans

running at 1680x1050 on an lg l226wa

it seems to only happen with the 'windows vista basic' color scheme, switching to windows aero seems to resolve it

any ideas as to why that would be?
 
is that Vista 64bits?
is the refresh rate of monitor within the limits?
