strange computer problem, plz help!

I have a strange problem that has existed in my computer for about two months now. I can’t take it anymore! The pixels are driving me crazy. I took some snapshots with my digital camera to show you guys what I am talking about.

As you can see, there is some very strange pixilation in a game as well as on my desktop. Look closely at the text as well as in game. The pixels are flickering like crazy. Especially if the game is a first person shooter, the pixels draw your eye as if you saw something moving.

At first I thought it was my video card so I replaced it with a new one but the problem persists. The problem seems to be better if I leave the computer off for a long period of time. It worsens if the computer is on for a while. I tried replacing the heat compound on my system CPU as well. Can anyone please offer some suggestions? I'm all out of ideas.
 
I believe there are some free programs that can be found that will test your monitor
