Strange clock speed behavior, 6950 w/ 12.3

I just upgraded from the 12.1 drivers to the 12.3 drivers using the auto-updater in the CCC. I noticed that everything is suddenly behaving very strangely, like when starting Space Pirates and Zombies the splash menu is very laggy, and the game itself tends to stutter and slow down a lot.

I fired up MSI Afterburner to watch the clock speeds (G15 LCD display) and it looks like my card now has a base GPU speed of 250MHz and a base mem of 150MHz. The problem is that they don't kick up to normal speeds all the time (i.e. in SPAZ's menu) or stay there (in SPAZ itself). Has anyone else seen this? Is there a way to disable it or do I go back to 12.1?

those base clocks are the idle clocks which is normal. You can always use the CCC graphics overclock to set a speed. or in msi afterburner put in the 3d profile speed from one of your profiles. the 12.1 drivers were extremely buggy to begin with. If I were you I would do an express uninstall of all AMD drivers, including any CAP drivers. Restart computer and reinstall 12.3 WHQL driver

I notice the base clocks are normal now that I'm back on 12.1 (a lot lower than even the 5850 was, but hey), but that doesn't explain why they were a) almost continuously changing with the 12.3 driver and b) why games decided to go haywire with them and start stuttering like it was their job...
