Strange BF1 FPS issue

Prior month:
Nvidia driver 375.95
Zero FPS issues running ultra settings with 1070 @ 3440x1440 60FPS (full-screen)

This month:
FPS dropped to 30

Updated to 376.33 and results didn't change, still @ 30FPS
Changed around video settings to all low, still @ 30FPS

Changed from full-screen to border-less, FPS bumped by 10FPS
Changed from border-less to full-screen, FPS back to 60FPS & changed settings back to ultra
My LG 34UM95-P is limited to 60FPS via display port

This work around I came up with works 100% of the time, however this must be done every time the game is started
  • Change from full-screen to border-less, apply
  • Change from border-less to full-screen, apply
I have seen this problem with games in the past, however I am stumped to why it is happening... any insight?
 
Make sure you disable the in-game origin overlay, and check in the NVidia control panel that the power saving option (whatever it's called, I'm at work so I can't check) is set to performance. Also exit everything else, for some reason I have to close out all my other programs (steam, gog, uplay, etc) in order to maintain a stable frame rate @ 1440p in BF1 on my 1080. Though I may be bottlenecking on my CPU (i5-6600k @ 4.3ghz)

Thanks for the suggestions, unfortunately they had no impact on the issue.

Only application I run is Asus AI suite for fan control, I did not have Origin in game active, but I did change Nvidia from optimal to maximum performance.
 
Do you have your IGP disabled in the BIOS?

It almost sounds like the game is using your 6700's integrated graphics if you are limited to 30FPS even at the lowest graphical settings, and is switching to the discrete GPU (1070) when you change from full screen to borderless and back.
