Strange artifact on 5770. Need help

My 5770 produces a strange artifact in any game with transparent textures from what I can tell. It happens in Oblivion, WoW and Torchlight. In Oblivion it is a constant flickering on grass textures and is nearly non-existent if I turn grass off although it occasionally flickers in other places. In WoW and Torchlight, there are lines that flicker off of the text over characters heads. I was able to capture it in a screenshot while playing Oblivion. This artifact only appears for a split second, but continuously happens (especially in Oblivion).

It appears to be a texture that is stretched across the screen, again only momentarily, but frequently. Furmark shows no artifacts and performance is good. Temperatures are good, clocks are stock and there is no funny business outside of games. However I tried ATI-TrayTools artifact tester and it was reporting hundreds of artifacts per second which seems to be a value that I don't quite trust as accurate. I've also run Stanford's GPU OpenCL memory tester which reported no errors. This has been going on for approximately 3 months and I've tried rolling drivers back to 11.3 and upgrading each month and the problem is still around on 11.8. I can't think of anything else to do other than re-install windows.

Here's another screenshot with more stuff

Other than this, my system is completely stable and has not changed since december 2009. The card is supposed to have a 2 year warranty so I'm currently trying to get an RMA for my 5770 from Sapphire but apparently have to go through newegg.

Please post full system specs. Temp appears ok, you can try reducing the clocks and increasing fan speed. Sounds like the card is toast if tray tools is correct. Try the uniegine benchmark? Not sure how complex furmark is or what parts of the card it stresses.

edit:
Tray tools seems to still be maintained. Do you have the latest version? Try and reduce clocks till you get no reported artifacts with tray tools.

I forgot to mention that I tried reduced clocks. In fact I reduced them all the way to idle speeds and still got artifacts reported in tray tools. Didn't try to run any games at those clock speeds though. It was the newest version of tray tools too. That's the basis for me not trusting it. At 200MHz core and 400MHz memory it still reported an insane number of artifacts (the number kept rolling over every couple seconds) but I experience only a few artifacts in games (Just this texture problem).

System specs:
Athlon 2 x4 620 OC'd to 3.25 (Voltage is sort of high, but its on auto and hasn't caused trouble before)
GA-MA78LM-S2H
4GB G.Skill DDR2-800 (417 MHz)
Corsair 400W PSU (You might say its low, I say its worked fine for almost 2 years)
Sapphire Radeon HD5770 1GB

Just downloaded Unigine heaven benchmark

Were the clocks sticking (did they actually change. were they verified by another program)? Still sounds like the card is borked unless it isn't getting proper voltage. psu should be enough, but do you have a multimeter? Are the voltages fluctuating much in software? have another system to test the card in?

Have you tried the onboard video to see if it exhibits the same issue?

Unigine results: Some white dot patterns(DX11 run), and some other dots around a light source (DX9 run)

I almost missed them because they're hard to see, but if these are artifacts, I'm probably safe saying my card is worthy of warranty exchange. I'll test my onboard video after work and write another email to newegg customer support since they never gave me a response.
