strange 1900xt behavior

for some reason, my 1900XT stock 2d speeds are 621, 720 this has been happening for about a week now, has this happened to anybody else? is this a sign of my card failing?
 
Did you accidently disable the ATI Polling service that switches between 2D and 3D clocks?
