I know this sounds noobish...but out of the 2 fittings on the storm block the one in the center is for incoming flow right? Does it matter which one is in or out? Im assuming that it does.
 
Center is in, side is out. Yes it matters. Jet impingement nozzles are on center.
 
Yes, it does matter, as above. Performance going the wrong way is not as sucky as some might think though. The block will still keep your CPU very cool if you get it backwards, but there's typically another 2-4C to gain by plumbing it the correct way. This is just what I've heard from those who have plumbed it backwards.
 
I actually did run it backward by accident , and noticed temps were still good. I went ahead and changed it though.
