Stopping limited users from changing time in WinXP

I have net user setup to log off certain users at a specific time of the day. These users are using limited WinXP accounts. One problem. All they have to do is set the system clock back to prevent themselves from being logged off! Which makes the net user command I'm using virtually useless. How can I stop them from changing the time?
 
Do they do this??? how about setting the system to time sync using w32time at the beginning of the script...
 
What level user status do they have? All the limited accounts I've ever set up couldn't change the time.
 
Start -> All Programs -> Administrative Tools -> Local Security Policy (click)

then

Security Settings -> Local Policies -> User Rights Assignment - Change System Time
