Stock P4 cooler info

I was wondering if anyone knew the basic info for the stock P4 cooling. Most importantly, the noise level and the rotation speed/air flow. I'm looking at either the 2.4c or 2.6c to overclock into the 3+ghz range, but noise is a big factor and I'd like to compare the stock with some other heatsinks around the market to find the best in terms of quiet and cool. Watercooling COULD be a possibility, but I'd like to check out air first. Also, is the IC-7 the best for that chip?
