Steppings are like different revisions of a processor, the processors usually get revised because they have some fault in them, like the problem with the AMD64 mem controller which was fixed or so i think with the Venice and San Diego cores. If the processor changes entirely like a new generation then the steppings for it would be different aswell. In relation to overclocking different steppings offer better overclocks, i only really know about AMDs and only ever used the XPs and 64s to oc and the latest offerings from AMD atm are of venice and san diego core (not including dual cores) which are both good overclockers.
