Yes, done it in the past to remove age restrictions, believe searched for steam cookie or valve... or just check by date.

Yes

Steam\config folder.

Inside are html cache folders.. For the Overlay and Normal Steam. They are safe to delete. Don't delete anything else tho.

config>htmlcache>local storage> and there were all the cookies, I deleted all of them. But when I test the browser and go to ebay and search for a random item I still see items i searched previously advertised on left and right. Ebay has remembered what I looked at.

Steam must spread out cookies all over the place to make this difficult.
