Okay, so I think I may have set my E-Mu 1212M improperly, or my RCA interconnects are bad or something.

Here's what I have:

E-Mu 1212M soundcard with mono 1/4" to RCA adapters
EV SonicXS 2.1 speakers
$10 RCA interconnects from Parts Express (shielded to some extent)

Here's the facts.

1. When I set my 1212Ms to the lowest possible volume (-132 dB from reference) or anything higher, the static is the same.
2. When I unplug the RCA cables, the static sound goes away.
3. Moving the RCA cables away from other data and power cables doesn't seem to make a difference.

This leads me to think that there could be two possibilities:

1. Dirty power.
2. The RCAs are picking up interference.

What solutions do I have?
 
Replace or re-terminate the cables.
The point is to get the adapters out of the chain and see what that does. ;)
