Start up fan problems

I have a Antec P182 with the stock fans that came on it. I did receive new fans, but are not with me right now. Sometimes during startup the fans starts to work. Other times, it never comes on. I have a total of 4 fans in there with 2 of them each connected to one molex. Same with the other 2. I first had all 4 of them connected together on one molex connector but I decided soon enough that maybe power is getting lost to the end connector (last fan) so split them up. All my fans are on low setting. If the fan setting on the one thats not working is left on med. then it works w/o a problem. However if its kept on low sometimes it works sometimes it doesnt. I have to switch the setting from low to another and then back to low to make it start working. I dont know whats wrong it. I also switched out the fan and still, sometimes same problem comes up. Any light to shed on this occurrence?
