I've already ordered parts for a complete build. Not water cooling parts, mobo, case, etc. I am looking for noise reduction, not OC. Got an Antec P150 "Silent" case, 4200X2, 7800GT, KN8 -Ultra.
Should I build it out as air cooled to see if it is truely "silent" or just go ahead and build as water cooled. (this will be my first water system). I kinda think air cooled first to make sure it all gets up and running for a while, then tear down and water cool it if need be. I'm afraid that building a system from scratch as water cooled might be a "bridge to far".

If you have a 7800GT with stock cooler, I don't think you could call your system silent. Also, your airflow requirements through the case are much different with a watercooled vs aircooled system, so if you plan on watercooling it, do it right away rather than wait.
