when i was finsh building my computer, i was testing the computer with the case open if the fans and everything was going good, and i put the computer on standby and non of the fans slowed down or stop spining, only the harddrives stop spinnin not the cpu fan or the system fan thats connected to the mobo. is this normal?
 
Yes, on Desktops. I suggest enabling Hibernation as most new Motherboards will completely shut down fans connected to it. Hibernate is your only option to avoid having to shut down the system and kill the fans.
