I was one of the unlucky ones to recently have a squealing Nvidia 9800GTX+ card with a Corsair TX650 PSU. The sound and volume of the squealing really was dependant on the frame rates. Anything above 150fps would be heard with the loudest frequency squeal happening above 400+ fps. Most of the sound was coming from the PSU but it also came from the vidcard too.
I was at wits end and reading many posts about this issue which alternated between blaming the video card and the PSU or both. I stumbled on a post by Mav451 who said that a Corsair TX750 PSU worked to alleviate his squealing issues he had with a 260/TX620 Vidcard/PSU combination.
So, I tried that "fix" myself and can say that the sound is dramatically reduced (not eliminated though) to an acceptable level that I can't really detect without straining to hear it. I had no trouble paying $20 more for the PSU to make that annoying sound virtually disappear.
I hope this helps anyone struggling with this issue.
