I built this system for one of my customers:

Athlon64 2800+ (754)
Asus K8N
1GB (512x2) PC3200 ram
Antec case with 300w PSU

It seems that the motherboard is setting the CPU voltage at 1.5-1.55 volts (which I can't find a way to lower, it's supposed to be 1.45 right?), the motherboard emits a squealing noise depending on system load. It isn't the PSU making the noise, it is something around the CPU making the noise.

If I have cool and quiet on and monitor the status, it only squeals when the voltage is over 1.45 volts, otherwise it is quiet, like when it downclocks to 1Ghz at 1.05V.

Any ideas?

The coils around the CPU socket are the culprit. Use glue or similar to silence them.
