Is there a way I can hook up on pc with the (blue) analog cable and the other pc with the (white) digital cable and split screen them since this monitor supports PIP?
 
No.
PIP only works for HD15/DVI and Composite/S-Video

You cant do two TV sources and you cant do two computer sources.
