Speedstep running with speedstep disabled

So im having an issue with my Q6600 jumping down to 6x multiplier even with speed step disabled, any thoughts?
 
Deal with it. It goes back up to 2.4GHz when you start doing stuff on your computer.
 
Make sure you've disabled both EIST and C1E in the BIOS. What motherboard is it - some of them don't work right (Intel motherboards, I'm looking at you).
