Speedstep problem

I am working on a dell inspiron 9300 (running win XP pro, fully updated) and for soem reason speedstep is not behaving. The procesor will run at full clock occasionally (in BIOS, sometimes in windows), but most of the time will be "stuck" at it's lowest clock of 798Mhz, even when high load applications (games, HD video) are running. For a while, it would never clock up to it's full speed. BIOS revision is A05 (latest) and Speedstep is enabled (disabling it FORCES the 798Mhz clock). What could be causing this? The laptop is on a cooling pad, and I just blew the dust out of the vents a few days ago (for the first time in the lappy's life, i think).

EDIT: it is a P-M 2Ghz BTW, probably important info.
