Both Speedfan and CPU-z report my Vcore as spiking regularly between 1.42 and 1.47. It's constantly spiking. I have my Vcore set in BIOS at 1.40. Is this trouble for my 2.6GHz OC?

It's perfectly normal for voltage to fluctuate somewhat. It may mean you'll need to raise the voltage a bit more to get your CPU completely stable at higher speeds, but if you aren't getting any crashes or problems then you'll be fine.

Does this mean my mobo has an overvoltage and that's why with the Vcore set in BIOS at 1.4 is running at 1.42-1.47?

It's probably not a purposeful overvoltage, but that could be the case. It could be caused by the PSU, motherboard, or simply a misreading of the voltage by the motherboard or the monitoring software you're using. Either way, as long as you have no stability or heat issues, you have nothing to worry about.
