speed stepping...

how do i disable this? i am on a dell inspiron 5150 .. and it has a p4 3.20 and i have seen 3.19, but for the most part it stays at 1.59. i have disabled speed stepping in the bios, and disabled all power management features. i am still seeing 1.59 though. please help
 
Hmm you see the 1.59ghz on CPU-Z? hmm it shoudl work if u have disable it in Bios, i dunno because mine is not like that.
