I thought if I disabled SpeedStep it would keep my multiplier from changing when I was idle. Here I sit at 2003.82mhz. I need to figure how to turn what ever power saving feature this is off before I over clock. How do I shut it off? And what the fuck does SpeedStep do anyways. I have a Asus P5K. P35 Intel chipset.
 
SpeedStep, which changed its name a while back to EIST, takes care of one part of Intel CPUs power saving features. The other one is C1E.

EIST handles multiplier variations, dropping the CPU multi when on lower loads; C1E handles voltage variations, dropping the CPU voltages in tandem with multiplier drops.

Theoretically, at least, you should be able to OC pretty well even without touching EIST or C1E. In practice, every time your CPU needs more voltage than its "max VID", then you're toast, because the CPU will request a lower-than-stable voltage (though there IS a workaround to this, if you use appropriate software; also, some mobos allow you to do a "general overvolt", instead of a "fixed overvolt"). Same thing with EIST, because sometimes you need to drop the multiplier manually to achieve stability (again, appropriate software can also help).

Long story short, for serious OCs you should (at least it's what they say) disable C1E in the BIOS. For direct EIST control, you need to set a fixed multiplier. EIST can't really be shut down, only overriden.

However, I need to ask you: what CPU are you using? Those 2GHz are only available as "EIST-induced" with 1333MHz FSB CPUs... (6x is the minimum multi on C2Ds, so 6x333=~2GHz).

Turn off EIST and turn off C1E halt state.

EIST: Enhanced Intel Speedstep Technology

EIST just lowers the multiplier when the CPU isn't in use. CIE saves power and produces less heat (works with EIST). Many people turn these features back on after getting a stable OC, including me. Performance doesnt suffer from them being enabled.
 
What OS, XP? If it's XP, go into control panel and make sure the power options mode is set to desktop in addition to the options mentioned above.

I have no problems with speedstep enabled on 3 different overclocked Core 2 desktops I have (2 P965 and 1 VIA P4M900T).
