Spazzing GPU Fan?

My second card in crossfire keep spazzing out. The fan randomly revs up, then revs down, sometimes it will go all the way to full speed, then slowly spin down to idle. Right now I can hear it going up to about 40%, then back to idle, then back to 40% again, over and over. Pretty annoying.

This happens in the desktop, only with the 2nd card. Temperatures are fine. Also, it doesn't show the fan speed increasing. 10.4 drivers.

2, 5870's.
