SP2 + File Download = Problem

Just Reformatted again, because I thought the problem I will described was from a bad install.

So, Windows boots up and my file downloads both IE and Firefox are blazing fast and normal. Click and they start. Update Windows a few times, and they still work fine.

Soon as I install SP 2, Firefox and IE don't d/l anything anymore. I click on application of a zip to d/l and it will either saying Starting... or Download 2% and then stick, and not download anymore. The web works fine just my downloads are all f*ed up.

Anyone else have this problem? Anyone know what to do?

I tried downloading both large and small files. Pre SP2 all work/Post SP2 they dont...
