Where can I find the best, cheap sound dampening material for a pc chassis?
 
Your best bet is probably roof flashing, AKA "roofer's tape." It's asphalt-based and practically the same as Dynamat (and costs 1/3 as much). I've seen entire rolls of this stuff for $10; more than enough to coat the interior surface area of your case. This is your best bet to "block" noise, whereas foam's better at absorbing sound and preventing reflection.

Many people at SilentPCReview use a combination of roofer's tape and foam and have excellent results.
 
I actually have dynamat extreme on my case panels and it retains heat. Sure it blocks out some frequencies but hard drive noise still is noticeable. It does nothing on the rear of the case since the fan is right there. As JaYp146 said its best to use a combination of both.

In the case of exhaust fans, it's best to build a duct or "muffler" like this foam example.

Also, consider rubber or foam mounting your case fans. HDD suspension will help to completely reduce reverberation in the chassis. Combine that with Hitachi's HDD Feature Tool, in it you'll find an option to enable AAM (Automatic Acoustic Management) ... performance suffers a bit, but the noise output of seeks can be dramatically reduced.
 
Ok what about just plain normal pc sound dampening? Where would I get this?
 
FrozenCPU, Jab-tech, Xoxide, wherever niche PC accessories are sold. Perhaps even Newegg.
 
roofer's tape may smell like tar, since thats what its made of. I have the dynamat stuff, doesn't smell like anything. Acoustipak use to smell like dead fish but after hearing about responses from users, their new stuff doesn't have any smell to it.

Leave roofer's tape sitting out in the sun for an afternoon and the smell will dissipate.
