Sound Card Recommendations

I'm looking for a soundcard that meets the following requirements:
  • Supports at least 5.1, up to 7.1
  • Has a digital SPDIF out on the back of the card (no breakout boxes)
  • Supports pass through for Dolby Digital and DTS decoding with an external receiver
  • Preferably Optical or Coaxial SPDIF to interface with my Z-680's
  • Supports EAX 1.0, EAX 2.0, A3D 1.0, etc.
  • No Live Drive or external sound cards (yes, I know I'm repeating myself :p )
  • Preferably sub-$70

Basically, it needs to do all that the onboard sound on my IC7-MAX3 can do, but better, since my sound periodically drops out in games and it's having problems with Dolby Digital and DTS.
 
Turtle Beach has a line of cards in that price range using the Envy chips, which meets those requirements. There are cheaper versions of the same card/chipset from Gainward and Chaintech as well.
