Sony BVM-20F1U Problems

So I picked up one of these about a month ago from a public surplus sale, and for the most part it seems to work fine. One problem I am having though, is that it has two input adapters installed. A BKM-20D and a BKM-24N. The 20D seems to work perfectly fine, but the 24N is the part that has the NTSC decoder installed, which is used for composite and Y/C. I am trying to hook up a gamecube via S-Video to the Y/C input of either the 20D or 24N via a S-Video to BNC breakout cable. Now according to the manual, that should work - but the problem I am running into is this:

Anytime I try to switch to the 24N input, OR access the Y/C function from the 20D(which uses the 24N to decode the NTSC signal), it shuts down, then the standby light will blink red twice, the power light will flash, then it will repeat the standby light twice, then flash power, etc - over and over. It just keeps doing that.

I tried killing power then plugging it back in, and it continues doing it. I did find out that if I remove the 24N, the monitor will turn back on. Then if I go into the input and make sure the 24N Slot is not selected, and turn off the Y/C format, I can re-insert the 24N and the monitor will function again.

The strange thing is, that the NTSC composite function seems to work - as I can use that, it's just when I attempt to use the Y/C format, or try to switch to the 24N slot by itself - that's when problems happen.

So naturally I thought that the 24N must be bad in some way, so I found a shop online that had a few 24N adapters for sale. I picked one up, expecting it to fix the issue.

Just got it today, took the old 24N out, put the new one in, and IT DOES THE SAME THING.

Now, the chances are pretty slim (although not impossible) that I happened to pick up another 24N with the same problem, but who knows. In the meantime I am contacting the place I bought the 24N from to do an exchange for another 24N. When the new one gets here I will try it, and if IT has the same problem, then I am pretty sure that the 24N isn't the problem. It's extremely unlikely that 3 separate 24N adapters would have the same issue.

In the meantime - my question is, has anyone else experienced something similar, or at least had experience with the 20F1U or other compatible BVMs to have any advice for me?

Also, I want to point out that I have tried all the slots in the back of the BVM, and no matter what configuration I put them in - the 24N still crashes the monitor if I use it in the ways described above. So it doesn't appear to be a problem with any specific slot.

Luckily the straight up RGB, Component, and Composite all work - so it isn't a total waste... but I would still like to have full functionality if it is possible.

So update to this. Got a THIRD BKM-24N, same exact problem. So it appears to be something wrong with my BVM-20F1U. Anyone have any ideas, or am I just not going to be able to have Y/C?
 
Back in the day I would have died to own a BVM monitor, had a bunch of PVM models, 25" being the largest and 8" being the smallest.
they all came from Government sales from the DRMO before Levy Latham came and took over the sales.
After they took over, all the deals were gone since everything was being listed online vs having to go to the bases where the stuff was stored and inspect it yourself.
