So it shows that the load is imbalanced. Automation level is set for Fully Automated.
Clearly some stuff could move from VMH01 to VMH04 but DRS has no recommendations and no faults, what gives?

Are there any faults showing under the DRS tab and do you have any VM to host affinity rules?
 
It probably is doing its job. It probably can't get any closer to balanced than it is without a ton of work that isn't worth it. If you want to be closer then crank up the aggressiveness on DRS.
 
No Faults, No Affinity Rules, Migration threshold is set for Fully Automated / Aggressive (cranked to 11)

I see this issue from time to time, when most of the VM's are idle it will just leave it how it is until they start seeing load then it will move stuff around. Not a problem just annoying.
