In non overclock mode 1.8 is hard to achieve and sustain. Raise the power/temp/fan speed target and you are good to go to 2Ghz. That's what I have been reading thus far.

You can still pour liquid nitrogen over the card and claim it can run 2GHz+ at 50°C. You could also stand in another room and claim it's silent.
There are 3 possible reasons:
1. Reviewers really "lie" to advertise Nvidia. (wouldn't expect that from most reviewers with those extremely good measurements though)
2. There is such a big fluctuation in card/chip quality.
3. The ambient conditions were different/unrealistic. See my extreme example above.
Probably a mix of all three. Looking forward to the release, so more reviewers can review retail cards and we see who "lied" and how those cards perform in average condition.
Or they did not mess around with the target for temp and power, and also did not adjust the fan profile to be more aggressive.Or they ran a game that barely taxed the GPU while running a higher fan speed...
It can happen but almost never does.Well, I have seen sites claim that cards in a well ventilated case are actually cooler because of improved air flow over the cards.
