Some Advice Is Needed

Hey guys. A friend of mine asked me to build him a computer to replace his 4 year old computer. I've decided to go the Intel route, mainly with the quad core. He's setting aside 1200 to build himself a good gaming machine. Is it enough or should I go for dual core instead? I need some advice on what route to take and what parts to get.
 
Start reading please. If you want to take the easy route, read some of the identical threads within this forum started by people who actually researched good components sufficiently before posting.

1200 is enough if you don't include a huge display.

Does he need an OS?
What monitor will he be using?
What games does he play and at what resolution/settings?
What else is included in that $1200 budget?
