Soltek Qbic won't recognize keyboard

I just bought a refurbished Soltek Qbic EQ3801 socket 754 nforce 3 sff system from Newegg. The first problem I encountered was that whenever I turn the system on with my ATI Radeon AIW 9700 hooked up to the floppy connector it shuts down the power supply. I have to shut off the power supply to reset it before it will work again. If I don't hook up the aux power the system will POST but of course the video card won't work. I tried another power supply and it did the same thing & the original power supply seems to be able to handle the drives OK so I guess it's not bad. So I put in a spare ATI AIW 9600 that doesn't use the aux power connector. The system posts & recognizes the AMD64 3200 processor and the drives but it will go no further then refusing to find the keyboard. I've tried numerous PS2 & USB keyboards but it won't recognize any of them. It keeps giving me the error message 'keyboard not present'. There may be more problems but I can't get into the bios to find out. I've reset the BIOS twice, once by removing the battery and once by the jumper but all that gets me is an additional checksum error message. Since the thing was refurbished Newegg won't do anything and Soltek doesn't seem to understand english. They keep saying to use another keyboard or change to a USB keyboard no matter how many times I tell them I've already done that. I'm fairly certain this motherboard is bad but I thought I'd check and see if anybody had any other ideas before I go back to fighting with them, trying to get them to RMA the piece of junk.
