I'm interested in the type of software the cafes use to restrict the amount of time people can be on the PC and allow a username/password to be associated with a timer that will kick them from the PC ones it runs out.

Any info or sites would be great.
 
The technology you're looking for is called Captive Portal

I know a few *nix router/firewalls have a captive portal you can setup. I figured I'd give you the term to research, while someone else can chime in on some hardware/software setups to help you out. =D
