Software To Graph Over Picture

I had a friend ask me for a software recommendation, and I could use a little input on it.

He wants to take photographs of ponds and put a graph over the top to chart sediment depth etc. He would like to get the picture via google earth and then take the picture and mark it up as necessary.

Something like Adobe Photoshop comes to mind but I'm not sure if that is the best solution or not.

You could create a graph in word (or excel and send it over to word or publisher) and put the image behind it.
 
Gimp is free and works a lot like Photoshop. I'm pretty sure it will do what your friend needs, and it works fine with all versions of Windows. Might give it a try, it is free after all....

 
Put the picture as the background of a PowerPoint slide, and then put the graph from Excel on top of it. You can use Photoshop to change the opacity of the picture, if he wants it faded, almost like a watermark. PowerPoint would even let you save each slide as a .jpg, if needed.
