After looking around I can find utilities to backup Mac partitions and others to backup NTFS, but I can't find one tool to do both. Any suggestions (either Mac or Windows)? I simply want to make a drive clone including all partitions.

There isn't one. You'll need SuperDuper + some Windows drive-level backup (many around of course). To restore Windows partitions is a major hassle (WinClone is about the only Mac-based solution, but I personally gave up on it a long time ago), but usually it's possible by using Boot Camp Assistant to set up the Windows partition, the re-blessing the CD drive and getting the Windows recovery tool to boot.

AFAIK CCC can't make a working copy of your Boot Camp partition.
