Software policy allowing only specific apps to be installed

Anyone know how to set up a software policy in xp pro to allow only certain programs to be installed. Anyone that attempts to install another program that isn't specified somehwere, they will get an error message and won't be allowed to continue.

the software restriction polcy in local security policy can determine which programs can RUN... But it wont do anything for install, although the effect might be the same. No matter what they install, if it aint allowed it wont run.
