Software glitch with Audigy2 ZS?

I listening mainly with headphones, so I go into the Speaker Settings and set the Audigy2 to Headphones.

Only problem is, whenever I restart the Speaker Setting jumps back to 2.1.

Is this normal? I am getting annoyed having to change the setting back to Headphones everytime I restart.
