I'm building a new PC right now. Probably an AMD 3200, maybe something bigger.

I was looking at maybe this case http://www.newegg.com/app/ViewProductDesc.asp?description=11-119-029&depa=1 what do you guys think? I'm open to any suggestions on cases. Ideally, I wanted something with great cooling options right out of the box. Something that will run my 6800GT overclocked no problem without buying extra fans. Another thing I'd like is for it to be quiet.

As for a PSU, I was looking at this one http://www.newegg.com/app/ViewProductDesc.asp?description=17-153-008&depa=1 Opinions?

Also, I don't know anything about water cooling... could someone inform me of some of my options if I chose to go down this road?

Thats a good case. If you want quiet and stay aluminum I would go with this case however: http://www.newegg.com/app/viewproductdesc.asp?description=11-129-141&DEPA=1

As for the PSU, I don't have any experience working with Tt's units, nor have I read any reviews on them. I would recommend a PSU from Antec's True or TrueBlue series, the only difference being the inclusion of LED fans.
