SN25P AMD X2 3800+ FSB 201 Problem

I have just finished installing my system and was trying to check on my CPU speed. CPUID reports that it is 2010 MHz and that my FSB is set to 201. I have the latest BIOS and have set the FSB to 200. I tried changing the FSB to 201 and then back to 200 still I get the same thing. Furthermore the CPU speed is not stable the FSB keeps fluctuating by 1-2 MHz. One last point AMD Cool and Quiet does not work. I have tired Cool and Quiet on another system I have with a Gigabyte motherboard and it works fine.

Is anyone facing the same problem and is there a way to fix it?
