I currently have a TJ08-E which I love, but there's a fair bit of empty space inside.

Are there any cases I can downsize to without having to buy a smaller PSU/GPU?

Mini ITX mobo
PSU: 160mm
GPU: 10 inches (EVGA 670 FTW)
No HDD
Single SSD

I fit a 160mm PSU in my Node 304 with a full length GPU. Required some modding though.

So far as esplin2966 suggested, the Thermaltake Core V1 is looking very nice, especially as here in NZ it's a really good price compared to the rest.

Other cases I've looked at are around 2x the price (or more)

The other potential is Silverstone SG13. It only supports a 140mm PSU but from what I've heard I think you can take out the hdd cage to support 160mm PSU's hhmmm

corsiar 250d would also work but nothing will beat the price of the Thermaltake Core V1

Fractal Node 304 will fit a 160 with a long card if you use a Seasonic G-series or Fractal Edison M-series(which are likely a rebadged Seasonic G. The modular connector are all below the bottom edge of the GPU PCB.

Well the Core V1 is very large, over 22L IIRC. As you asked for something small, try to go with the SG13, that's pretty much the smallest you can go with the components you listed.
