Slight Rainbow Color Text in Vista

Why am I seeing some rainbow colors around the text? It's very noticeable and and the text isn't as sharp. The setting is at 32bit(highest) and my video card is the 7900GS by Nvidia with the latest drivers and untouched color settings. This does not happen in windows XP. The text in Windows XP seems a lot sharper.
 
Maybe something to do with ClearType?

To turn it off:
Control Panel -> Personalization -> Window Color and Appearance
"Open classic appearance properties..."

ClearType only works properly if your LCD is running at its native resolution.
 
I am at native resolution(1680x1050). It gives me 2 refresh rate options: 59hertz and 60hertzm, which one should I pick? I have a Westinghouse 22" LCD.
