SLI TITAN issues - low FPS sometimes

Hope you guys can assist me
I have 2 Titan in SLI
my spec is a new PC, PSU of 1250W, 4770K OC to 4.3 and 16GB of mem (DDR3)
I think it should do it, right?
Any way
I am running things as Heaven 4.0 or Crysis 3, and sometimes I get like good FPS (Crysis 3 at max setting run in 60-80 fps), and sometimes really low! (half or even less), and I need to restart my system (running windows 8 and latest Nvidia driver) for getting it right, sometimes I need to restart it even several times.
It seems like the Titan doesn't "kick" in sometimes.
Can you help please to resolve it??

wonder if the cpu or gpu is clocking itself down for some reason? you could try changing your power settings to high performance in control panel. i would monitor clock speeds to see if its doing that while you're gaming.

Done that
It is really strange!
I mean, I do some reset to the PC, and than it works (I can run the PC for days and it is OK)

seem like sometimes after a reset/power off it is KICKED in, and sometimes not :(

What is your storage device? SSD or mechanical HDD?
Memory?
Motherboard?
This seems to me to be storage related, not GPU or CPU.

Also change your storage controller to the add-in instead of the onboard chipset to see if that helps.

Does the same thing happen if you run one cards vs. two?

Which PCI-e slots are the GPUs in?

Did you try both cards individually to see if one is a problem?

You could also use MSI Afterburner on-screen overlay and see if one the cards is not running or not running correctly.

This is a brand new PC, but will love to get any help I can :(

I am assuming the SSD is your boot drive?

First you need to test each card individually to see if there is a problem there.

Why storage?
I had a similar problem on one of my boards.
Every once in a while the system would boot up and behave very slowly. It would take several seconds to change from one screen to the next on the desktop....the page would fade slowly and there was considerable lag in games.

I would have to reboot the computer several times before it would stop and function normally.

I checked all my components.....cpu, RAM, HDD, SSD and GPUs and everything was normal.
I moved the boot drive from the Intel controller to the additional Marvell controller and the problem stopped.

Right now I am using the board one, and the SSD is the boot one.
I have checked both of my GPUs, they seem fine.

BTW
Don't know if its someting related
Anyway
When I run GPU-z, seem like one GPU is at x16, the other is x8, my board should and can have both Titan at X16, not?
And I Am using the right slots

You have the titan throttle issue

Why do you think so? and if so, how come that after a reset or two it is goon? and it is really not hot at all! I even use modified bios that turn off nvidia BOOST.

U tried this ?... Even 1 core being parked would severely bottleneck your GPU setup. Or could be your modified bios isnt liking sli. just keep stock bios and custom fan control and use afterburner or something to turn up the temperature that the cards throttles at... I have custom profile and mine runs about 65% fan in crysis 3 and never breaks mid 70s. Before the AMD fanboys kick in 65% on a nvidia card is almost silent. The RPM are like half of the RPM on an AMD reference cards at same %. 100% is like 50-60% on stock AMD cooler.

I have SLI Titans on a Sabertooth X79 and have not noticed this....I also downloaded the Kepler registry patch to enable PCI-e 3.0 and GPU-Z reports both cards working at X16 with PCI-e 3.0

Do I need some kind of patch/regsitry hack to enable PCI-X 16 for both of my GPUS?? using windows 8
