Is it just VOIP or all Skype? And while I hate limitations for limitations sake, what is cheaper? Voice calls or the data usage by Skype?

I wouldn't worry about it too much. The iphone version was the same way, but I believe that they later updated it to make calls over 3G (I don't really use skype much)

I was reading that it can't accept incoming calls though? that's lame

I don't have an android phone, but there is an iphone (JB only) hack/app called 3Gunrestrictor that will fool apps into thinking you're on a wifi network while on a 3G network. Does something like this exist for android? It makes these types of limitations a moot point

I've had Skype on my Motorola Droid since I got it. I'm Skype right now via Verizon (3g)...I've used it before too.

Verizon android phones and iPhones have had Skype for a very long time now. It's the rest of the android world that hasn't had it. Or at least, not an official client.

i was able to get a version that works with 3g in the US, it works nice, but software still needs to be polished.
