simple PS test?

Greetings. I've come across an Antec 450 SmartPower 2.0 PS. I'm not sure if it works. Can I just plug it into a wall socket and then, if the fans spin up, assume that the unit works? If they don't spin-up, is the PS dead? TIA for any help. Regards.

No you need to jump the unit by shorting green to black. Some units will require a load as well so connect a couple fans and optical drives.
 
Thanks for the response, P_J. Shorting green to black gave me nothing. I'll have to dig out some components to plug in. I also am getting that distinctive (deadly) "fried component" smell. I'll check some more but this unit may be a dead soldier. Regards.
