Silly XP taskbar question

How do I move my taskbar to the top of the screen in XP? You used to be able to do it by simply dragging it to the top, but that doesn't seem to work anymore. Do I just have to find a Window Blinds skin with it at the top, or can I manually move it there? I haven't found an option in TweakUI either, but maybe I missed it.

Did you unlock the taskbar before you tried to drag it?

If it's unlocked, you should be able to drag it to any of the four sides you want it to be at.
