Silent Hardware

I've built many systems, several using exactly the same hardware with differing acoustic results. Some are very quiet, and some are noisy. Same fans, temps & case etc, but there's a significant difference in volume.

OK, here's the deal.

I need to build a system that is very, very silent and has still the same CPU power of a typical P4@3GHz and is very quiet without resorting to Zalman TNN500AF prices (and weight, hehe).
