What are some recommendations for case fans that are completely silent? I prefer something around 1200rpm. I've bought 1600rpm fans in the past, only to see them running at 1800rpm in the BIOS. My P67 does have a built in fan controller, however it seems like if I tone down these faster fans, they at some point start to rattle which becomes very, very annoying. So I'm looking for fans that are really designed for quiet operation. I don't want to hear a thing while the computers are sitting idle or not in game mode.

I need standard open case fans, and fans capable of pushing air through a radiator without making noise. So far I was looking at the two Scythe models below (not sure if they are PWM, if not then probably a no go), but if anyone else has any suggestions, please do let me know!

For rad fans, you can't really get any better than the Scythe Gentle Typhoon series. For general case fans, I've heard good things about Scythe S-Flex fans. I really like my Coolink SWiF 1201s, but they tend to make some ticking noise if oriented to blow air upward. Otherwise they're fantastic.
 
The low RPM Noctura series. I have mine silent (and by silent, I mean absolutely silent) at 600rpm but they are also very quiet at 900rpm and move the same amount of air as most 1200rpm fans.

I have had good luck with Scythe. Own a bunch of different ones. I can hear them if I crawl under my desk and stick my head next to the case but a few inches away they make no sound.
