Signal Quality

I'm trying to improve the quality of the picture on the TV, so I bought an RF modulator because it has S-Video inputs on it for a PS2. Unfortunately, the picture quality did not improve over RCA inputs that are at the front of the TV. Is it likely to be a problem with the Coax cable that goes between the modulator to the TV? I bought it for $3.00.
